With new federal data showing continued, middle-of-the-pack performance by Connecticut schools, Gov. Dannel P. Malloy found the middle ground among competing interests for a landmark education law.
For once, teachers were not front and center in the debate.
HARTFORD—In a sweeping education deal with lawmakers and teacher unions here, Gov. Dannel Malloy gave ground on some of his farthest-reaching proposals but contended the compromise was still a historic overhaul of public-school policy in a state that has proved resistant to change.
Gov. Dannel P. Malloy said Monday night that his administration and lawmakers had reached an agreement on "meaningful education reform" — an agreement that he said adds nearly $100 million in new education spending and will help the state regain its competitive edge.

Thank you for your comments! While I can't speak for Patrick, I'd like to try and address the concerns you expressed. We agree--there are plenty of great teachers out there who go above and beyond the call of duty. But right now there's no way of knowing who those teachers are.
H.B. 5491 would set up a system to provide districts, schools and even teachers themselves with useful information about how effective they are in the classroom. Helping students learn is what teaching is all about, and so it makes sense to use student achievement as a benchmark for teacher success. In addition to recognizing and rewarding Connecticut's outstanding teachers, tying teacher evaluations to student progress would also enable schools to identify and help teachers that need additional support. H.B. 5491 is not about scapegoating teachers or dismissing the challenges they face. It's about using measurable outcomes to help them become better teachers and ensure that their students succeed. There is no doubt that helping students learn is a difficult job. But we know that every child can learn--and there are schools and teachers across the state that have proven that.
As a teacher, I usually keep my thoughts to myself. However, over many years I have fed students who have come to school without breakfast, sent sleepy students to the nurse because they couldn't stay awake in class, had students come before school for extra help, and spent many of my hard earned dollars on student and classroom supplies. I have contacted parents by phone, email, and letters home. I have helped pay for glasses and found ways for needy students to get needed clothing, such as winter coats and the like. I have spent many hours writing lesson plans and either searching for or making up my own handouts so that I can best meet the needs of my students. I have waited endless hours for parents who did not pick up their children on time from field trips or other school events.
Have I always been liked by parents and students? Of course not! Please be aware that there are parents who do not make sure their children are prepared for school every day, and there are students who don't (or won't) put forth their best effort.

You are so young and naive to issues at hand. Teachers have decreased budgets, decreased help, increased student load, and you still believe that this is "A great way to fix this problem is to improve the quality of our teachers". How about we turn our attention to parents for a change, and put more responsibility back on them. As a Kindegarten teacher, I can say that I have parents who couldn't care less about the health, well-being, and attitudes of their children. Mant of them don't shower their children, they brush their teeth, they don't comb their hair, and they certainly don't help them with at home work. Parents pop out children and expect the public school system to babysit nowadays, which is the reason that schools are failing...not the teachers. Grow up a little before discussing such issues.
You are ridiculous young man! You have no idea what you're promoting. How would you like to have a job, only to have the vote of parents determine your future? Keep in mind these are parents that won't exactly be judging you on your education prowess, but rather personality, scapegoating you for their childs faults, and because they know someone that might be able to get a job if you're out of the way. It is RIDICULOUS to vote yes for this. By doing so, you are condeming our overworked and undersupported teachers, to the opinions of parents (mind you parents aren't repsonsible for their own children anymore). This isn't going to promote better teachers, but will instill fear, despair, and cheating among teachers that are too afraid to fail because they won't be able to pay their bills or feed their children.
